In recent months, active negotiations have been taking place between the United States and Ukraine, which could prove to be a key step in strengthening Kyiv’s defence capabilities. The focus is on the complex details of export licences that will allow Ukraine to gain access to cutting-edge technology for the production of interceptor missiles. This was stated by the US Permanent Representative to NATO, Matthew Whitaker, in an interview with Radio Free Europe.
According to him, the discussions concern not only the licences themselves, but also the intellectual property rights held by various companies. This is a complex process requiring careful consideration to ensure everything works in the long term, although immediate benefits should not be expected. At present, demand for such missiles exceeds supply, and their production is not a quick process, as it involves the manufacture of complex components such as homing heads.
Interestingly, US President Donald Trump previously met with Ukrainian leader Volodymyr Zelenskyy at the NATO summit in July and raised the possibility of granting Kyiv licences to manufacture missiles for the Patriot systems. However, he later stated that a cautious approach was needed on this issue, particularly when it came to technologies relating to Patriot interceptor missiles.
Recently, the US President mentioned that the option of transferring a simpler version of the missile to Ukraine is under discussion, although he did not disclose any details. Faced with ongoing threats from high-tech missiles such as the Iskander-M, Kinzhal and Zircon, Ukraine is in dire need of effective missile defence systems. The sole MIM-104 Patriot system currently in service with Ukraine is capable of intercepting such targets; however, its capabilities are limited, and without additional support, its effectiveness may diminish.
These talks between the US and Ukraine could mark a new phase of cooperation and strengthen Ukraine’s defence capabilities amidst the ongoing conflict. For Kyiv, this is an opportunity to acquire technology that could shift the balance of power in the region.
