The secretary of the Russian Security Council and former Russian defence minister, Sergey Shoigu, said on 17 March that due to the development of Ukrainian unmanned systems, no Russian region is protected from attack. According to Russian state media, Shoigu said this at a retreat in the Urals Federal District.
“The dynamics of the development of means of defeat, primarily unmanned systems, the elegance of methods of their use are such that no region of Russia can feel safe,” Shoigu said.
According to him, today the primary targets of Ukrainian forces “are military facilities, transport and fuel and energy complex” of Russia.
Shoigu also said that last year the number of air attacks by Ukraine on facilities in various Russian regions increased almost fourfold. According to him, there were more than 23 thousand attacks in 2025 and 6.2 thousand in 2024.
After the start of Russia’s full-scale invasion, various facilities on the territory of the Russian Federation have been subjected to air strikes. The most frequent targets of attacks in 2024 and 2025 were oil refineries (refineries). Russian facilities in the occupied territories of Ukraine have also been targeted.
The AFU General Staff confirmed most of the attacks, stating that the Ukrainian Defence Forces were “systematically implementing measures aimed at reducing the combat potential of the Russian occupation forces and forcing Russia to stop its armed aggression against Ukraine”.
