The International Handball Federation (IHF) has allowed Russian and Belarusian athletes, as well as referees, experts and officials from Russia and Belarus, to take part in its competitions. This was announced in a press release on the organisation’s website on 15 July.
The Federation notes that the restrictions on Russians and Belarusians have been lifted following a corresponding decision by the International Olympic Committee. At the same time, the organisation stated that it continues to express solidarity with Ukraine and “condemns the war ongoing in the country”.

“At the same time, the IHF remains committed to upholding the values of sport, promoting dialogue within the international handball family and ensuring that its decisions continue to reflect the IOC’s recommendations and the interests of the global handball community,” the statement reads.
On 7 July, the International Olympic Committee temporarily reinstated the membership of the Russian Olympic Committee and lifted the recommended restrictions on Russian athletes and teams, including the requirement to compete under a neutral flag.
Following this, some sports organisations began lifting their restrictions on Russian athletes. Other sports federations are maintaining them for the time being. Many European countries oppose the participation of Russian athletes due to the invasion of Ukraine. Some other countries do not rule out the return of Russian athletes.
