EU Council approves third €3.5bn payment to Ukraine under Ukraine Facility

The Council of the European Union has approved the third payment to Ukraine under the Ukraine Facility programme worth almost 3.5 billion euros, the Rada press service has said.

“The main goal of the programme is to support macro-financial stability and recovery, reconstruction and modernisation of Ukraine. Thanks to this third instalment, Ukraine will receive about 20 billion euros under the Ukraine Facility since its entry into force a year ago,” the statement said.

The EU Council said that Ukraine had fulfilled the necessary conditions to receive the third instalment.

Prime Minister Denys Shmygal, commenting on the decision, said: “this weighty resource will help strengthen the sustainability of our state. We will direct the funds to the priority and important for people budget expenditures”.

It is not yet reported when the funds will arrive. The head of the government expressed hope for a speedy arrival.

In December 2024, Shmygal said that Ukraine had received the second payment under the Ukraine Facility programme – 4.1 billion euros from the European Union.

Prime Minister recalled that under the Ukraine Facility initiative, the assistance to Ukraine in 2024 amounted to 16.1 billion euros. In total, it envisages the provision of 50 billion euros to Ukraine in the period from 2024 to 2027.

In spring 2024, the EU Council adopted a plan for the Ukraine Facility, setting out the Ukrainian government’s intentions for the country’s recovery, reconstruction and modernisation, as well as the reforms it plans to implement as part of the EU accession process over the next four years. This move allowed regular disbursements under the €50 billion Ukraine Facility to begin.
