Officials in Russia no longer have to report their income annually

The Russian State Duma has adopted in the second and third readings a bill exempting officials and deputies from the obligation to submit annual declarations of income and property.

The need to submit a declaration will remain when entering the service, being appointed to a position, transferred or included in the personnel reserve. It is also necessary to do so if there are grounds: for example, the acquisition of property, the value of which exceeds the total three-year family income of a civil servant.

It is claimed that the property and funds of officials will now be monitored through the Poseidon system, which interacts with databases of financial, investigative and other agencies.

The law is due to come into force on 1 January 2026.

In February 2023, Russian President Vladimir Putin signed the law, according to which information about the income and property of deputies and senators should be published only in “generalised form” – specific names, amounts of money, lists of immovable property were hidden from citizens. voters can only find out whether the deputy has submitted a declaration and whether there are errors in it.

Soon after, the State Duma said that it does not plan to publish data on the income and property of deputies even in a generalised form.
