Polish Presidency: EU countries agree to create a 150 billion euro SAFE defence fund

European Union countries have agreed to create a €150 billion Security Action for Europe (SAFE) defence fund, Poland’s current presidency of the Council of the European Union confirmed on 21 May.

“The more we invest in our armies, the better we will be able to stop those who want to harm us,” the commentary said.

SAFE is the first large-scale EU programme to increase investment in European defence capabilities, it said.

“150 billion euros will soon be available to member states,” the Polish Presidency said.

Poland calls security the top priority of its term at the head of the bloc. SAFE is a multi-year, low-interest loan guaranteed by the EU budget, it explained. The programme also includes simplification and acceleration of joint defence procurement procedures.

The EU Council will formally adopt SAFE on 27 May, the leadership added.

The other day international media quoted sources as saying that EU countries had agreed on the creation of a 150 billion euro fund known as Security Action for Europe (SAFE).

The initiative was proposed by the European Commission in March 2025. It would provide up to €800 billion in additional defence spending over the coming years. Under the plan, €150 billion is proposed to be raised as loans, including for the purchase of weapons (artillery, missiles, ammunition, drones and drone defence systems).
