PURL Initiative: Croatia has approved a contribution of 15 million euros

Croatia has approved a 15m-euro contribution to the PURL (Priority Requirements List for Ukraine) initiative, the country’s Foreign Ministry has said.

“The Croatian government has approved a contribution of 15 million euros to the Priority Requirements List for Ukraine(PURL), confirming its strong and unwavering support for Ukraine,” the country’s Foreign Ministry said in a statement on social network X.

Earlier today, Ukrainian President Volodymyr Zelensky thanked Romania and Croatia for joining the programme and announcing the first contributions to the PURL. According to his data, in 2025, the amount of contributions to PURL was 4.3 billion dollars, of which for December – almost 1.5 billion.

At the 32nd meeting of the Contact Group on Defence of Ukraine (Ramstein format), Ukrainian Defence Minister Denis Shmygal addressed the partners with a proposal to allocate at least 0.25% of GDP to Ukraine’s defence needs. Ukraine’s total need to receive PURL packages in 2026, he said, is $15 billion.

This summer, the USA and NATO signed the PURL (Prioritised Ukraine Requirements List) agreement, which envisages sending US weapons to Ukraine at the expense of European countries, NATO coordinates the process.
