On 18 September, US President Donald Trump signed a significant piece of legislation that strengthens and expands sanctions against Russia. This development marked another step in the complex relationship between the two countries and attracted the attention of the international community.
The Act, named after the late Senator Lindsey Graham, introduces new restrictions that reaffirm and extend existing sanctions against the Russian leadership, major business figures, companies in the fuel and energy sector, and banks. Particular attention is being paid to the so-called ‘shadow fleet’ – a category of vessels used to circumvent sanctions.
Interestingly, the document grants the President the power to impose tariffs of up to 100 per cent on goods from countries that actively purchase Russian oil, such as China and India. However, the application of these measures remains at the President’s discretion, which means that sanctions may be tightened or relaxed depending on the political situation.
Equally important is the fact that the bill includes provisions relating to Iran, which extend the existing sanctions against that country. This aspect demonstrates the Trump administration’s desire not only to escalate tensions with Russia, but also to maintain pressure on other countries in conflict with the US.
The signing of this bill was made possible following its approval by the US Congress, with the Senate having given its consent back in August. This move demonstrated unity amongst lawmakers regarding the need to increase pressure on Russia, despite differing views across the political spectrum.
Donald Trump himself has not made any specific comment on the matter, leaving the international community awaiting his next moves. However, one thing is clear: the new sanctions could have significant consequences for the global economy and international relations, and their impact will be felt in the coming months.
