The Ministry of Foreign Affairs of Ukraine, in collaboration with the State Tax Service of Ukraine, is expanding access for Ukrainian citizens abroad to the service for registering individuals in the State Register of Natural Persons – Taxpayers, including the issuance of a taxpayer card in electronic form (RNUKPN).
According to the Ministry of Foreign Affairs’ press office, a pilot version of the service was launched earlier this year, enabling the issuance of RNUKPN cards to children under the age of 18 upon application by one of their parents, submitted via the ‘e-Consul’ or via a Ukrainian embassy or consulate.
From 30 July, the service became available to any Ukrainian citizen who is abroad and holds a valid identity document.
Ukrainian citizens aged 14 and over may submit an application for this service. To submit an application, you must apply in person at the nearest Ukrainian embassy or consular office; through a representative acting on the basis of a notarised power of attorney or a relevant document confirming the authority of the person’s legal representative (guardians, trustees, foster parents, parents in family-type children’s homes, foster carers, heads of relevant institutions, etc.). The application can be submitted either online via your personal account in the ‘e-Consul’ system or at an embassy or consulate.
Submitting the application yourself via your personal online account in the ‘e-Consul’ system is free of charge; if the application is submitted via a Ukrainian embassy or consulate, a consular fee is charged for automated data processing ($40 / EUR37).

The Ministry noted that the RNUKPN acts as a link between state registers, and its existence provides access to an ever-increasing number of digital public services, even from abroad.
The launch of these new service areas was made possible thanks to cooperation between the Ministry of Foreign Affairs of Ukraine and the State Tax Service of Ukraine, with the support of the IOM, UNDP and UNHCR.
“We are continuing our work on digitalisation and simplifying access to government services for Ukrainian citizens abroad. Every such reform is a demonstration of the state’s respect for its citizens. And when there is a sense of respect, there is motivation to maintain ties with Ukraine and the unity of our people, both in our homeland and across all continents,” said Foreign Minister Andriy Sibiga.
