Callas in Kiev: EU allocates €10m to set up Special Tribunal on Russian aggression

European diplomacy chief Kaja Kallas has announced the allocation of 10 million euros for the creation of a special tribunal for the crime of Russia’s aggression against Ukraine.

“Today I can announce the allocation of the first 10 million euros for the creation of a special tribunal to look into Russia’s crimes,” she said on 13 October at a press conference in Kiev with Ukrainian Foreign Minister Andriy Sibiga.

EU foreign ministers met in Lviv in May to launch the tribunal.

“Russian leaders are responsible for this war, and if there was no crime of aggression, there would be no further atrocities. Therefore, no one should go unpunished for the crimes committed,” the EU official stressed.

In addition, Kallas announced the allocation of another six million euros to support Ukrainian children deported by Russia and victims of sexual violence.

“Today we are allocating another six million euros to support the care of children deported by Russia and victims of sexual violence. This will help ensure proper care for the victims of these crimes,” she said.

The EU diplomacy chief also said that the European Union had already mobilised 800 million euros to support Ukraine during the winter and planned to provide another 100 million euros, which would be used for generators, shelters and equipment to protect against bad weather.

Earlier, the Ukrainian government said that it planned to ensure that a special tribunal on the crime of aggression against Ukraine would start its work by the end of 2026. This is stated in the draft programme of action of the government.

On 15 July, the Verkhovna Rada of Ukraine ratified an agreement with the Council of Europe on the establishment of a special tribunal to investigate the crime of aggression against Ukraine.

The agreement was signed by Ukrainian President Volodymyr Zelenskyy and Secretary General of the Council of Europe Alain Berset in Strasbourg on 25 June 2025.
