A real sensation has erupted behind the scenes at the European Parliament in Strasbourg. Canadian Prime Minister Mark Carney has spoken out in support of an ambitious proposal from European Commission President Ursula von der Leyen regarding the prospect of Canada becoming the first associate member of the European Union. This statement came as a surprise to many, as no country has ever held associate membership of the EU before.
Von der Leyen proposed that Canada go beyond the existing CETA trade agreement by proposing a so-called ‘Alliance for the Future’. This concept envisages deeper cooperation between the two sides in areas such as technology, defence, the Arctic, energy and critical minerals. The idea is to build a sustainable partnership that is not aimed at competing with major world powers such as the US or China, but is based on shared values such as democracy and the rule of law.
Karni emphasised that this is not an attempt to create a separate geopolitical bloc that would stand in opposition to others. He noted that the aim of the new alliance should be to create stability, whereby no other country would be able to dictate terms or threaten sovereignty and territorial integrity. This, according to Carney, would serve as a model for other democracies – one that is strong enough to defend its interests, yet open to other nations joining.
Von der Leyen’s proposal, made yesterday during her annual State of the EU address, marked a bold step towards rethinking relations with Canada. The European Commission will set about developing a format for associate membership, which will be discussed with the Member States and the European Parliament.
It is worth noting that Canada has already become the first non-European country to join the EU’s SAFE defence instrument, underlining its desire to deepen cooperation with Europe. The next EU–Canada summit, scheduled for October 2026, promises to be a significant milestone in discussions on a new model for relations. Issues relating to youth programmes, such as Erasmus+ and Horizon, will also feature on the agenda.
