Starting from 1 January 2026, Ukraine has joined the single EU roaming zone Roam like at home: subscribers can make calls, send SMS and use mobile Internet in 27 EU countries at Ukrainian tariffs – without “foreign tariffs”, Suspilne has reported.
Similarly, subscribers from EU countries travelling to Ukraine will retain the terms of their home tariffs.
Roam like at home is a mode of the EU internal market for mobile communication. It allows to use calls, SMS and mobile internet abroad without roaming surcharges.
For the internet, the EU-wide Fair Use Policy applies. If your tariff in Ukraine has 20 GB or unlimited, it does not mean that all these gigabytes will be available in the EU for free. Operators calculate the volume using a special EU formula tied to the cost of your tariff, Suspilne explains.
“Welcome Moldova and Ukraine to the EU zone without roaming! From today you can “roam like at home”, because we are preparing a home for you in the European Union. The benefits of our Union are bringing Europeans across the continent closer together – also on the eve of EU membership,” European Commissioner for Enlargement Marta Kos wrote in X.
Back in June last year, as Vice Prime Minister for Innovation, Development of Education, Science and Technology and Minister of Digital Transformation Mikhail Fedorov reported, the European Commission sent a proposal to the EU Council for Ukraine to join the Roam like at Home policy from 1 January 2026. The EU Council approved the proposal. In early June, President Volodymyr Zelensky signed Bill No. 12150, which is the last requirement for Ukraine to join the Roam like at home (RLAH) single European roaming area.
As early as 2022, Ukrainians in Europe could use the tariffs of Ukrainian mobile operators without additional roaming charges – thanks to temporary joint arrangements between Ukrainian and EU operators.
Fedorov himself emphasised on Thursday: “Ukraine is a full member of the European Roam Like at Home policy. Home tariffs for Ukrainians in Europe will be a sustainable practice – previously it was agreements with European operators”.
Roam Like at Home is an opportunity for Ukrainians who are temporarily travelling or staying in EU countries to make calls and use the internet at their operator’s tariffs without any surcharges, Fedorov wrote in his Telegram channel.
“We became the first candidate country to join Roam Like at Home even before joining the EU. Use the tariffs of your operator in Europe without changing your SIM card,” he said.
