After talks with Ukrainian delegation, US amends peace plan-Rubio

After today’s consultations with the Ukrainian delegation in Geneva, the peace plan will be amended, US Secretary of State Marco Rubio has said.

According to him, these meetings were “the most productive and substantive” during the entire time of the negotiations to end the war.

Rubio said that the US team was working through the proposals that the Ukrainian side had submitted. He stressed that the basis of the plan had already been formed taking into account the positions of all the participants involved, and that the current negotiations allowed to pass the key points “point by point” and move forward.

According to him, expert groups are now finalising the proposed adjustments in order to “reduce disagreements and get closer to a document that will be comfortable for both Ukraine and the USA”.

Rubio also emphasised that the final decision on the peace plan must be approved by Presidents Donald Trump and Vladimir Zelensky. Separately, he added that he was waiting for Russia’s reaction, but expressed confidence that “the process can move forward.”

A Ukrainian delegation appointed by President Volodymyr Zelensky has begun work in Switzerland, said the head of the Presidential Office, Andriy Yermak, who is leading the delegation.

High-level delegations from the United States, Ukraine, the European Union and Britain are scheduled to hold talks in Geneva on November 23 on the US peace proposals, which were revealed this week and which Kiev’s allies say are tilted in Russia’s favour.

The US delegation will reportedly include Secretary of State Marco Rubio and Special Envoy Steve Witkoff, as well as Secretary of the Army Dan Driscoll, who visited Kiev the other day. The EU Council and the European Commission are being represented at the talks by top advisers to their leaders.

EU leaders said the previous day that they support US efforts to resolve Russia’s war with Ukraine, but believe that the 28-point plan presented by Washington (which has not yet been officially released, although key elements of it have already been published in the media) needs to be finalised.

“We are ready to enter this process to ensure the sustainability of the future world. We clearly adhere to the principle that borders cannot be changed by force,” the document published on the European Commission’s website said.

According to The Washington Post, among the proposals prepared by the EU leaders are the rejection of the US plan to limit the size of the Ukrainian army, the return to Ukraine of control over the Zaporizhzhya nuclear power plant and the Kinburn Spit, as well as the refusal to transfer to Russia the Ukrainian-controlled part of Donetsk Region before the cease-fire and to discuss this and other territorial issues only after the cease-fire is established.
