Azerbaijani parliament halts co-operation with European Parliament over Karabakh resolution

The Azerbaijani parliament has decided to suspend co-operation with the European Parliament in all areas, the Azerbaijani service of Radio Liberty reports.

In addition, the parliamentarians decided to stop participation in the EU-Azerbaijan Parliamentary Cooperation Committee, as well as to start the procedure of terminating membership in the Euronest Parliamentary Assembly. Until the procedure is completed, the Azerbaijani delegation, as noted, will not participate in the events of this organisation.

The Azerbaijani Foreign Ministry also summoned the European Union’s ambassador to Azerbaijan, Mariana Kujundzic, and handed her a note of protest over the resolution adopted by the European Parliament on 30 April.

The resolution, in particular, states that the European Parliament reaffirms its support for the rights of the Armenians of Nagorno-Karabakh, including the protection of their identity, property and cultural heritage, as well as their right to a safe, unhindered and dignified return with appropriate international guarantees, and calls for those responsible for the destruction of Armenian cultural and religious heritage to be held accountable.

The MEPs also condemned the detention of Armenians by Azerbaijan and demanded their immediate and unconditional release.

According to the Azerbaijani Foreign Ministry, the provisions of the resolution “distort reality, contradict the principles of objectivity, as well as obligations to respect the sovereignty and territorial integrity of states”.

“The allegations put forward in the resolution on the return of Armenian residents to the Karabakh region are completely unfounded, and such calls have the character of interference in the internal affairs of Azerbaijan,” the ministry said.

In September 2023, Azerbaijan took full control of the territory of the unrecognised Nagorno-Karabakh Republic as a result of a two-day military operation. The absolute majority of Armenian residents, about 100 thousand, left Karabakh, despite the statements of the Azerbaijani authorities about readiness to ensure their integration into the Azerbaijani state. On 27 September, billionaire Ruben Vardanyan, the ex-head of the government of the unrecognised republic, was detained while trying to leave Nagorno-Karabakh. He was charged under several criminal articles, including financing terrorism and participation in the creation and activities of illegal armed groups.

On 29 September 2023, Azerbaijani authorities detained Levon Mnatsakanyan, former commander of the Nagorno-Karabakh army, and David Babayan, former foreign minister of the unrecognised republic.

In August 2025, the text of the “agreement on the establishment of peace and interstate relations” between Azerbaijan and Armenia was made public, according to which the countries renounced territorial claims against each other, as well as the mutual use of force.
