US sends 15-point plan to Iran to end war-Media

The United States has sent Iran a 15-point plan to end the war, Israel’s Channel 12 and The New York Times reported, citing two officials. Washington did not officially confirm or deny the information. US President Donald Trump has claimed that talks have been ongoing with Iran over the past few days. Tehran denies this.

According to Channel 12, the document provides for Iran’s refusal to develop nuclear weapons and uranium enrichment; transfer of enriched uranium stocks and all information to the International Atomic Energy Agency; elimination of nuclear facilities in Natang, Isfahan and Fordow; refusal to finance affiliated groups; opening the Strait of Hormuz for free navigation; limiting the production of missiles, reducing their range and using them only for self-defence.

The publication notes that it is unclear to what extent the plan has been circulated among Iranian officials and whether Iran and Israel will accept it as a basis for negotiations. However, the handover of the document to Iran is noted to have shown that the Trump administration is stepping up efforts to end the war.

A key mediator between the US and Iran, according to The New York Times, was Pakistan Army Commander Asim Munir, who met twice with President Donald Trump in 2025. Field Marshal Munir is also believed to have close ties with Iran’s Islamic Revolutionary Guard Corps, allowing him to pass messages between the parties to the conflict.

The Wall Street Journal quoted sources as saying that Quir, who has consolidated his position of power in Iran, has put forward demands diametrically opposed to the stated demands of the US. Among them are the closure of all US bases in the Persian Gulf, payment of reparations for the attack on Iran, levying fees on ships passing through the Strait of Hormuz, halting Israeli strikes on the Lebanese group Hezbollah (recognised as a terrorist group by the US), lifting sanctions against Iran and maintaining its missile programme.

Mediators from Turkey, Egypt and Pakistan, according to the newspaper, are pushing to organise a meeting between US and Iranian officials within the next 48 hours, but the sides have not yet agreed to this.

Trump has previously said the US administration is negotiating with the “right people” in Iran to reach a deal to end the fighting. “They are very eager to make a deal,” he assured.

According to the US president, Tehran has made a major concession to Washington in the energy sector. He called it a positive development and hinted that the concession was related to the Strait of Hormuz, a key supply route for the global Gulf oil market. Iran effectively blocked the strait after the US-Israeli military operation began.

The Financial Times wrote that Iran’s Foreign Ministry has sent a letter to member countries of the International Maritime Organisation allowing “non-rotary vessels” to pass through the Strait of Hormuz “in coordination with the Iranian authorities”. The letter says Tehran has taken measures “to prevent aggressors and their supporters from using the Strait of Hormuz for enemy operations.”

On 28 February, the US launched a joint military operation with Israel against Iran. As a result of strikes the Supreme Leader Ayatollah Ali Khamenei was killed, military and nuclear facilities of the country were hit. Iran retaliated by striking US bases and infrastructure of Washington’s Gulf allies.

Since the launch of the operation, Iran has effectively blocked the Strait of Hormuz, which connects the Persian Gulf to the world’s oceans. The strait is strategically important because oil supplies from the oil-producing Gulf countries flow through it to the world market.
