Germany will provide Ukraine with 9bn euros annually over the coming years, the country’s finance minister and vice-chancellor of the German government, Lars Klingbeil, has said.
“As finance minister I emphasised, and this has also been agreed by the federal government, that we are committed to supporting Ukraine in the coming years by spending 9 billion euros annually,” he said during a meeting with Ukrainian President Volodymyr Zelensky, the Interfax-Ukraine news agency reported.
Klingbeil discussed with Ukrainian Finance Minister Serhiy Marchenko the continuation and options for supporting Ukraine.
According to the press service of the Finance Ministry, Serhiy Marchenko thanked Germany for supporting the implementation of the EU Ukraine Facility, which has already attracted 22.6bn euros to the state budget, and the ERA mechanism (funds from the proceeds of frozen assets of the Russian Federation) – 9bn euros the EU has already sent to Ukraine.
International aid continues to play an important role in maintaining financial stability. In 2025, more than USD 28bn of external financing has already been attracted, the need for the current year is USD 39.3bn.
During the discussion of the budget for 2026, Marchenko noted that planning is still taking place under conditions of high uncertainty, provided that active hostilities continue, the need for support from partners will remain at least at the level of the current year.
According to the Finance Ministry, direct budgetary support from Germany during the full-scale war reaches 1.6 billion euros, of which 1.3 billion euros are grants.
